​​       2018年12月最后一周引爆的“权健事件”,已经定性:

       1月2日,联合调查组通报,经过前期工作发现,权健公司在经营活动中,涉嫌传销犯罪和涉嫌虚假广告犯罪,公安机关已于2019年1月1日依法对其涉嫌犯罪行为立案侦查。

       关注此事新闻报道的人会发现,所有的报道都是用“保健品”为标题,实际上,这也反映出我们的媒体,几乎都缺乏“药事管理(服务)”的基本知识。

        这个问题是有历史原因的,因为:

        首先 “保健”的英文译法就没有边界:

         百度网友lmx69在2016年12月2日在回答《医疗保健用英语怎么说》推荐了一些例句:

        医疗保健: medical care

        A public health center in every city is provided under the health law.(根据卫生法,每个城市都设有一个公共医疗保健中心。)

        welfare system of medical and health care(医疗保健福利制度)

         The overall costs of medical care.(医疗保健的总花销)

        Hospitals and other health care facilities.(医院和其它的医疗保健设施)

        其次 大众的大健康问题又与欠专业的表述为伴

         例如:2018年1月8日 中国消费者协会表示,2017年消费者权益意识愈加增强,消费维权舆情热点频发。排在前十位的消费维权热点第一是:

        老年保健品( healthcare products targeting elderly people):乱象丛生的保健品市场一直是消费者投诉的高发区,“虚假广告营销(sham advertisements)”、“产品质量不过关(product with poor quality)”、“假冒专家吹捧产品(quack medical experts marketing tricks)”等负面曝光层出不穷。

      足见此事及“保健品”问题的深入人心。

       最后,我们再用中英文语义理解这个问题

        在中国,并没有“保健品”这个类别的市场监管序列,我们再听一听英语专业教授、硕士生导师王银泉博士在2011年2月12日在中国日报网发表的《“保健食品”英文怎么说》一文认为:

        每逢春节,只要遇见亲友,人们总要互赠礼品祝贺新年,尽管礼物年年都有新品,但保健食品依然会是很多人的****目标。笔者注意到,在这些保健食品的外包装上,几乎无一例外地写有一些英文介绍,其中“保健食品”的英文几乎清一色地被翻译成了 health food 或 healthy food。

       那么,保健食品在英文中真的是这么表达的吗?

       再看一些常用的汉英词典,如吴景荣、程镇球主编的《新时代汉英大词典》以及惠宇主编的《新世纪汉英大词典》等,保健食品的对应词都是health food,例如:

      (1)在保健食品商店里,你可以找到几十种声称对补脑有奇效的商品。(In health-food stores, you’ll find dozens of products that claim to do wonders for your brain.)

      (2)更不用说那些所谓的滋补药物──保健食品商店和超市出售的不受管制的天然药物──的制造商了。(Nor do manufacturers of so-called nutriceuticals, the unregulated natural "Medications" found in health-food stores and supermarkets.)

        进一步查询发现,普通英语词典对于health food的解释与我们理解之中的“保健食品”完全不是一回事。《牛津英语大词典》对health food的释义是“food chosen for its dietary or health-giving properties”。在health food store出售的食品范围很广,可以是有机食品、天然食品、专门食品,全麦食品、以及其他批量生产的并经过精加工的食品(Health food, as used to describe stores, this term has taken on a generic meaning, encompassing everything from organic, natural and specialized diet food to whole wheat and other products mass-produced and refined.)。

       根据Collins-COBUILD on CD-ROM,health food指的是“natural foods without artificial ingredients which people buy because they consider them to be good for them”。《剑桥高级学习者词典》提供的解释则是“food that is believed to be good for you because it does not contain artificial chemicals or much sugar or fat”。显然health food的所指范围比“保健食品”要广,它包括所有有益于健康的、不含化学添加剂的食物,更确切地说,它指的是与“垃圾食品”相对应的“健康食品”。至此,我们可以看出,把“保健食品”翻译成health food是十分不妥的。

        国外的一个介绍healthy foods的网站(http://www.health24.com/dietnfood/Healthy_foods/15-18.asp)列出的healthy foods 包括:fruits, veggies, nuts, seeds, grains and teas这几类,这就是我们现在通常所说的“绿色食品”,它们自然也是“健康食品”。

        通过网页搜索,笔者在美国食品与药品管理局(FDA)的官方网站发现了dietary supplement 这一词汇。美国国会在1994年批准了一个名为“保健食品健康和教育法”(Dietary Supplement Health and Education Act)的法令,在此不妨把其解释摘录如下:

Congress defined the term "dietary supplement" in the Dietary Supplement Health and Education Act (DSHEA) of 1994. A dietary supplement is a product taken by mouth that contains a "dietary ingredient" intended to supplement the diet...Whatever their form may be, DSHEA places dietary supplements in a special category under the general umbrella of "foods," not drugs, and requires that every supplement be labeled a dietary supplement.

        上述解释清楚地表明,dietary supplement是一种含有营养素的、在日常饮食之外为增加营养成分而摄入的口服产品,它不是药品,而是一种食物,但是也有别于一日三餐餐桌上的食物。由此可见,dietary supplement就是“保健食品”,而且,上述英文释义也是完全符合我国国家食品药品监督管理局官方网站对“保健食品”的解释的。

       根据我国有关部门的解释,“保健食品”既属于食物的范畴,但又不同于传统意义上的食物,它们的作用都是在饮食之外补充营养、调节人体机能,增强体质。因此,dietary supplement和“保健食品”两者的所指是吻合的。综上所述,“保健食品”不应该译成health food,而是应该译成dietary supplement或food supplement,而health food则是“健康食品”。

      这个回顾是不是挺有意思?
